Centre for Monitoring and Research

Centre for Monitoring and Research (CeMI) is an independent, non-partisan, non-profit organization founded in Montenegro in 2000, dedicated to strengthening democracy, the rule of law, and institutional integrity.

Through election observation, public policy research, and advocacy in the areas of electoral reform, judicial reform, anti-corruption, human rights and social cohesion, CeMI transforms research and monitoring into concrete recommendations that support democratic reforms and accountable institutions.

CeMI is a leading election observation organization in Montenegro and an active member of international and regional networks, cooperating closely with domestic institutions, civil society, and international partners.
